Vice President of Government Affairs


Philip W. Grone joined NEII as Vice President for Government Affairs in January 2021. He has worked with NEII since 2016 as a consultant on U.S. federal facilities standards, construction specifications, and other issues.

Mr. Grone has extensive experience in both the public and private sectors. He served for 16 years as a professional staff member of the U.S. House of Representatives, including eight years with the House Armed Services Committee. From 2001-2007, he served as Principal Assistant and Deputy Under Secretary of Defense for Installations and Environment. At the Defense Department, his portfolio included policy and strategy development, management, and oversight responsibility for U.S. military installations worldwide, including resourcing, construction, environment, safety, and occupational health. He served as the DoD Senior Real Property Officer and was a founding member of the Federal Real Property Council.

Subsequent to his Federal public service, Mr. Grone was a Director in the Public Sector practice of the Internet Business Solutions Group of Cisco Systems, Inc., specializing in emerging workforce, real estate, and technology trends. He established Findlay & Western Strategies, LLC, as a business and public policy consulting firm in 2011. From 2017-2020, he was also Executive Vice President and Chief Operating Officer for the Defense Orientation Conference Association, a nationwide organization of civic and business leaders dedicated to continuing education and public understanding of current and emerging defense and national security issues.

He has served on corporate boards in the beverage distribution industry with Silver Eagle Distributors, LP, and in environmental professional services with Eastern Research Group, Inc. He is currently a member of the National Policy Advisory Board for the Association of Defense Communities, a member of the Board of Advisors for the Land Conservation Assistance Network, and a member of the Board of Directors for the Advisory Council on Historic Preservation Alumni Foundation. He holds a M.A. from the University of Virginia and a B.A., summa cum laude, from Northern Kentucky University.
