Director, Government Affairs


With more than 18 years of experience in government affairs and communications, Billy J. Taylor joined NEII as Director of Government Affairs in April 2022.

Prior to joining NEII, Mr. Taylor served in various roles in the public and private sectors, where he gained valuable experience in developing advocacy and media strategies designed to influence public policy. Most notably, Mr. Taylor served as Director of Legislative Affairs for the Council of Producers and Distributors of Agrotechnology (CPDA), where he represented more than 70 companies on Capitol Hill. In that role, he led the review and analysis of proposed legislation and authored comments and policy briefs for the crop protection chemical industry. He was responsible for managing the association's Legislative Committee, and he served as the CPDA PAC manager. Mr. Taylor began his career in Washington, D.C. as part of the government affairs team for the National Association of Chain Drug Stores (NACDS), where he was responsible for monitoring state and federal activity that had the potential to impact the pharmacy industry.

After completing graduate school in London, England, Mr. Taylor served in the British Houses of Parliament as a legislative assistant and press officer for Sir Simon Hughes MP. After returning stateside, he served as Deputy Managing Editor for a community newspaper delivered to 76,000 readers in central Los Angeles. Mr. Taylor holds a B.A. from the Ohio State University and a M.A. from the University of the Arts London.
